Russia has the largest territory that’s why it`s very important to make different operations with our land recourses. From long ago the land was constantly subjected to pressure. In the Russian Empire special Survey Department was organized. Years later, the Soviet Union faced the necessity of rationalizing the land-use in order to satisfy the growing needs of the population of the country. In those days, the major land-using purposes were formed. Modern land-surveying consists of both paper works and field measuring. The purpose of these works is to create specific land documentation, land researching, planning and organization the rational land-use. The land surveying represents a complex of engineering and geodetic works on establishment, restoration and fixing on the district of borders of land use, to determination of location of borders and the area of a site, and also legal registration of the received materials [1]. Traditionally, however, land use planning is a tool to establish a coherent vision for future land use, negotiated between different sectors and between policy makers and different categories of land users and owners.

To carry out the procedures for land management it is necessary to determine the location of land management object and draw up or study the plan of the given object. The design plan for land management is surely provided in reporting documentation. This plan is independent land management document [2].

The main cases of land surveying are the following:

  • changing the borders of the objects of land use

  • carry out the procedures to revive and preserve the lands, revegetation of disturbed lands

  • protection from erosion, earthflow, saturation, swampy lands, dried lands, the lands polluted with different types of wastes and dumps (industrial, radioactive, chemical wastes), and other negative impacts

  • setting up the borders

The major land-surveying woks include techniques that are used for the inventory and the assessments are simple. We try to use as much as possible information that is already available, and accessible. They suppose:

  • land inventory

  • studying land`s quality

  • setting up borders

Inner land regulation needed to be organized inside the definite farms, collective farms etc. So, the following issues must be considered:

  • setting up agricultural centers

  • building the roads

  • installation of different engineering structures

  • agricultural works [ 3;4;5]

Russia is a country with a vast territory that has woods, mountains, deserts, and lands covered with snow, fertile soils and swamps. And all this great wealth should be used efficiently, building natural resources. The complex of works to preserve the commercial reserves and natural resources is very large and does not fit into the sphere of one science. That is why the experts in the land surveying today are in a big demand, because they help determine the future of our land management.
