The Constitution of the Russian Federation identifies the necessity of creation the conditions providing worthy life and free development of man. Therefore, ensuring a high quality of citizens life is a priority activity of municipal, regional and state management bodies. The quality and the effectiveness of this control depends on constructive dialogue between the authorities and population. Information and communication technologies and the Internet helped to make communication between them faster and more accessible. It is not surprising that such way of interaction as e-government is becoming more popular.

E - government is a new organization form of the authority activities. It provides faster and more convenient way of obtaining public services and information on the results of the authorities activities at the expense of wide application of information and communication technologies (ICT) [1].

Objectives of e-government are as follows [2]:

• optimization of the government services provision to citizens and business;

• support and improvement of opportunities for citizens’ self-service;

• increasing technological awareness and skills of citizens;

• increasing participation of all voters in the processes of administration and management of the country;

• reducing the impact of geographic location factor;

E-government provides [2]:

• efficient and less costly administration;

• a fundamental change in the relationship between society and the government;

• improvement of democracy and increasing the responsibility of government to the people.

Information technology ensures transparency of authorities actions, accelerates and simplifies the process of providing a wide range of public services to citizens and organizations [3].

The introduction of e-government in the country harmonizes the relationship between authorities and t population, reduces dissatisfaction with the authorities, softens political opposition thanks to the constructive e-dialogue of society and government. As a result, a new governance paradigm is formed. It is based on the interaction through the Internet of all the structures and institutions of society: civil servants, business, active citizens, educational and research institutions, community groups, public organizations [4].

The process of introduction e-government commonly has three stages [4].

Stage 1(publicity). At this stage, resources of ICT are expanding and making more rapid and targeted access of citizens, organizations and businesses to authorities information. To implement this stage, the authorities create their web sites, which include legislative and other normative legal acts, the forms for necessary documents, statistical and economic data. The main elements of this stage are government web portal, which integrates all government information resources and provides access to them "through single window"(government portal) [4].

Stage 2 (online transactions). At the second stage public services (registration of real estate and land, tax returns, filing of applications for permission) are available in the online mode. The transition to this step allows you to optimize the bureaucratic and time-consuming procedures, to reduce the scope of corruption. The implementation of this stage allows the authorities to provide services in electronic form (e-services) to the population and businesses 24 hours a day, 7 days a week through the "single window" [4].

Stage 3 (participation). At the third stage, public participation in government is ensured by providing interaction of citizens and businesses with politicians and officials throughout the cycle of public policy formation at all levels of government. It is implemented by means of web forums that discuss draft regulations and legislation and offers are accumulated. [4]

All three stages form a complete system of interaction between state and society.

The experience of the Vladimir region in terms of interaction of people with the power is recognized as one of the most successful. The Committee of information, communication and telecommunications (CYSTS) of the Regional Administration actively participated in creation of e-government [3]. The Committee was supported by higher educational institutions, social movements and members of the Public chamber of the Vladimir region [5].

The Vladimir region has already created all necessary legal and regulatory framework for e-government. The level of provision the Regional Administration with computer equipment is 97%, and the local government is 91%. All of regional and municipal authority bodies have the local network and appropriate server hardware [3].

"Internet reception" for rapid communication of citizens with the units of the AVR (the Administration of the Vladimir Region); "Questions & Answers" (a forum where you can ask a question and get an answer); forums with the prepared topics and others have long been working on the regional administration website. For the successful realization of Vladimir region’s Informatization, the problems of electronic templates development of forms and documents, the refilling of the list of services, the extension of work on the creation of a unified Regional portal of public services have been solved.

It was a process of establishing interagency cooperation between authorities at regional and municipal levels for the information provision to the public and development of information security systems to protect citizens personal data [5].

The annual volume of the regional budget allocated for the implementation of e-government, ranged from 14 million to 17 million involving the budgets of municipal formations (about 20 million per year) [6].

As a result, in accordance with the instructions of the President of the Russian Federation for information society development in the Russian Federation the decree of the Governor of the Vladimir region on the development of information society and formation of electronic government in the Vladimir region was issued on 22.04.2010 [7].

According to the decree, the creation of the e-government in Vladimir region assumed:

- the formation of a regional regulatory framework for e-government, adjustment of the administrative regulations for providing the state and municipal services, execution of state and municipal functions, taking into account the use of electronic documents and information and communications technology,

- providing state and municipal services, execution of state and municipal functions using information and communication technologies,

- introduction of regional segment of the unified vertically integrated state automated information system "Control" (GAS "Management")

- development of the system for remote access of citizens to information about activities of state bodies and bodies of local self-government on the basis information and communication technologies application.

Following 2012 the program of Informatization Vladimir region for 2013-2015 was adopted in the framework of the program "Information society" [5].

In 2015 the President of the PJSC "Rostelecom" and the first Deputy Governor of the Vladimir region signed the cooperation agreement on formation of the modern unified information and communication network (EIKS), provision the access of citizens and organizations to the Internet and a complex development of the information society in the region[8].

The realization of the contract will ensure work and interaction of complex regional information systems used for the provision state and municipal services in electronic form [8].

Unified ICT network will bring together all the regional public information resources making them available to residents of the state services such as medicine, education, housing, security, culture and others in electronic form [8].

While creating the EIKS in the Vladimir region "Rostelecom" will lay more than 2 thousand km of fiber-optic communication lines between 1190 state institutions, thereby providing opportunities for realization of the state program projects on development of the information society[8].

EIKS will link government units of villages, districts and regional center, totally more than 550 settlements of the Vladimir region, by single secure communication channels with throughput up to 10 Mbit / s. In 2016 under the contract, the network will unite all 127 administrations, 325 healthcare facilities (feldsher-midwife points), 432 institutions of education, 306 libraries[8].

The programme is expected to improve the information system of e-government, the spheres of health, education and culture.

Summing up, we should note that, in general, the results of the program "Information society" will increase the transparency and controllability, sustainability and economic competitiveness of the region on the whole. Thus, the development of information technology directly affects the sustainable growth of the economic potential of the Vladimir region, as well as improving population living standards [8].
