  I absolutely agree with you when you say that the government is ought to redistribute wealth in such a way that the most disadvantaged parts of populace would be benefited. It may appear difficult though to find a fine line here as definitions of fairness vary from one place to another, therefore there is no universal approach.

  I consider the questions raised in this research paper as very critical nowadays. The issue of inequality and the following redistribution policies are imperative today, especially in developed countries' highly competitive economies, such as the US economy. According to prof. Shiller in Yale University, 2013 Nobel Prize winner in economics, the problem of income equality is more paramount than the healthcare problem in the US, and thus, should be solved first.
